Key Responsibilities
- Leads the development, promotion and management of digital service policies and programmes.
- Provide strategic leadership in coordination, development and enforcement of strategies, standards and guidelines that enhance provision and usage of digital services and services continuity.
- Provides advice, information or policy proposals to the Minister on matters relating to digital services.
- Provides strategic leadership in oversight of the development of supportive and enabling shared digital public infrastructure guidelines to ensure equitable access to effective and appropriate provision of digital services.
- Provides strategic leadership in oversight of the design of appropriate applications for the support of e-government and information management systems.
- Provides strategic leadership in oversight of the development and implementation of a National Digital Services Strategic Plan.
- Provide strategic leadership in oversight of the establishment of a structured digital services stability management plan.
- Provides strategic leadership in provision of conducive environment for content creation by forming partnerships or collaborations with both local and international organizations that provide content services.

- Provides strategic leadership in oversight of the establishment of a standardized framework for secure exchange of information over the internet.
- Provides strategic leadership in coordination of the conduct of audits of public or private bodies to evaluate compliance with the provisions of the Digital Services Act.
- Prepares and submit a comprehensive annual report of the Authority operations.
- Coordinates compliance and adherence to government regulations and instruments.
- Provides professional guidance, coaching and mentoring to staff.
- Monitors an ensures that all the functions and activities of the Authority comply with national legislation and quality management standards
- Undertakes any other duties as required to meet the exigencies of the service.
Requirements
- Bachelor’s degree in Information Communication Technology or Computer Engineering or any a related field. Masters in the related field will be an added advantage.
- Minimum of twenty (20) years’ experience in Information Communication Technology or digital services management, of which two (2) years should have been served at Deputy Permanent Secretary level or equivalent executive management role. Applicants must have a proven track record of leading large scale digital transformation, e-government initiatives or complex technology programs.
