Key Responsibilities
- Assisting the Head of Finance and Administration in developing plans and supporting the implementation of the Tribunal’s financial policies, procedures and standards, while ensuring compliance with Tribunal, national and international financial requirements.
- Managing the accurate and timely recording, processing and reporting of financial transactions in line with applicable accounting standards.
- Maintaining reliable and accurate accounting records, including monitoring capital expenditure and reconciling it against approved budgets to promote accountability in financial management.
- Preparing regular management accounts, annual financial statements, income and expenditure reports to support sound governance, budget monitoring and decision-making.
- Managing the Tribunal’s cash resources to optimise returns, ensure availability of funds for short-, medium- and long-term liabilities and negotiate beneficial terms with appropriate financial institutions.
- Maintaining appropriate internal controls to safeguard the Tribunal’s assets, verify transactions, manage financial risks and support operational continuity.
- Preparing the annual budget, cash flow forecasts and variance reports against budget projections to support informed decision-making and achievement of organisational goals.
- Establishing effective creditor payment processes, resolving creditor queries and ensuring accuracy and efficiency in payment administration.
- Supervising and monitoring the monthly payroll process to ensure that all payroll adjustments are authorised, accurately captured and compliant with Tribunal and statutory requirements.
- Overseeing the maintenance of an accurate asset register and liaising with user departments on asset management, inventory control and depreciation to ensure proper accountability.
- Supervising staff within the finance and accounting section, ensuring that they are guided, supported and enabled to deliver quality results in line with Tribunal standards.
Requirements
- A Bachelor’s Degree in Public Finance & Accounting or AAT.
- Membership of Botswana Institute of Chartered Accountants (BICA).
- Experience in management and financial reports preparation.
- Experience and skills in IPSAS applications.
- At least eight (8) years’ relevant experience in an accounting or finance environment.
- A minimum of three (3) years’ experience in a middle management position.
