QUALIFICATIONS: Bachelor’s Degree or equivalent in Procurement Supply Chain Management or Business or related field. At least sixteen (16) years’ experience of which two (2) years should have been served as Deputy Manager on DI salary scale or in a procurement -related environment. The candidate should have demonstrated exceptionally high professional competency and integrity in procurement and asset disposal and supplies management and has managerial abilities.

MAIN PURPOSE OF THE JOB.
To provide strategic leadership in the procurement of supplies, services and works as well as the disposal of assets for the Administration of Justice in a timely and efficient manner.

KEY PERFOMANCE AREAS
SERVICE DELIVERY:
- PROCUREMENT
- Identifies and sources suitable supplies, services and works and negotiates and agree on price in accordance with delegated authority.
- Gives advice on procurement matters requiring policy action and guides on all technical matters for efficient procurement of goods, works and services.
- Provides technical advice in the preparation of the tender documentation, administration of the tendering and evaluation of bids for contract awards.

- CONTRACT DEVELOPMENT AND CONTRACTOR EVALUATION
- Develops contracts with contractors
- Negotiates bulk discounts or special facilities on behalf of the Ministry.
- Aligns/endorses contractor selection to procurement policy and strategy of Government of Botswana and reviews the list of contractors based on their performance.
- Oversees maintenance of list of approved suppliers and evaluates supply capabilities and contractor performance.
- Facilitates contacts between contractors and Ministries/ Departments.
- STAKEHOLDER COLLABORATION
- Liaises with relevant bodies to ensure a proactive
management and development of the contractor base, including small and medium sized enterprises and other service providers
INTERNAL PROCESS:
- OPERATIONAL MANAGEMENT
- Supervises the procurement of all supplies, services and works needed by the Ministry.
- PROCUREMENT PLANNING
- Coordinates and oversees development of procurement
- Coordinates and oversees the examination and development of estimates of material, equipment and service requirement.
- Manages all procurement and disposal by tender activities of the Ministry.
- Oversees the preparation of tender documents.
- Liaises with other functions in the Ministry to provide a consultancy service for the specification, process, evaluation and awarding of all relevant contracts.
- Identifies the needs and potential suppliers.
- CONTRACT ADMINISTRATION
- Coordinates and oversees contract administration and preparation of end of activity report
- Manages contracts with contractors to ensure expected deliverables.
- OVERALL SUPERVISION
- Prepares work plan, schedules work, allocates and delegates tasks to supervisees.
- Coordinates periodic review of staff performance.
- Plans and directs the activities of the Procurement Unit
- Oversees the procurement and disposal processes as well as tendering process and ensure adherence to relevant provisions of the Procurement Act and
- DEVELOPMENT OF QUALITY CONTROL MEASURES / STANDARD SETTING
- Initiates and direct the establishment of PPADB support structures to ensure compliance of the Ministry with the statutory requirements.
- Initiates the development and review of policy and strategy to enhance the effectiveness of the Ministry in meeting Government’s expectations concerning public procurement and asset disposal.
