This Opportunity
Palladium is currently seeking a short-term highly skilled and qualified consultant to support targeted program Monitoring and Evaluation, Data Quality and Stakeholder data sharing for improved HIV program management in Botswana.
The MEL Coordinator will be responsible for the design, implementation, and management of the program’s monitoring and evaluation framework to ensure effective data collection, analysis, and reporting as well as designing, implementing, and monitoring quality assurance strategies. The role includes strengthening data quality assurance, conducting verification checks, and generating actionable data products to improve HIV/TB program delivery and health outcomes.
This position is based in Gaborone, Botswana, with travel across various districts in Botswana. The term of this position is 3 months – January through March 2026

Reporting and Supervision
The MEL Coordinator will work closely with the M&E and QA Advisor and the U.S Department of State Foreign Assistance team.
Primary Duties and Responsibilities
-Conduct routine data quality audits and verification checks on DoS IP data.
-Perform Site Improvement Monitoring Systems (SIMS) visits as needed to assess site-level performance.
-Provide quarterly data quality improvement recommendations to the DoS team.
-Facilitate knowledge management through documentation and dissemination of best practices.
-Support quarterly deduplication of HIV/TB data across USG interagency systems.
-Prepare quarterly summary reports with unique analyses of MER indicators, expenditure, and human resources data.
-Assist with development of a data quality protocol.
-Assist with development of a government-to-government data transition plan
Key Competencies Required
-Master’s degree in public health, M&E, business administration, social work, public policy, international development, or health informatics.
-At least 7 years’ experience developing and implementing effective MEL strategies.
-Solid experience in USG data management systems and tools -DATIM, TABLOEAU, SIMS, TST, DQA tools
-Solid experience with health programming and HIV&AIDS in Botswana.
-Familiarity with community-based HIV indicators, including for facility and community-based health service delivery.
-Demonstrated skills in building the capacity of government stakeholders in data analysis, visualization and use of USG data management tools.
-Knowledge of project management principles and ability to work with multi-disciplinary teams.
-Strong proficiency in USG data management tools.
-Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook, TEAMS), experience with DHIS2 and Business Intelligence tools an advantage.
-Excellent written and verbal communication, and presentation skills.
-Ability to work in a dynamic and agile environment with changing requirements and priorities.
-Proven ability to work collaboratively in a team and build capacity among colleagues and partners.
-A valid driving licence is preferred

-Knowledge and experience in monitoring, evaluation, learning and quality assurance methods.
-Demonstrated ability to work effectively with team members and clients of different cultures, gender, and hierarchical levels.
-Previous experience working with PEPFAR-supported implementing partners and local partners and reporting using USG tools
-Strong organizational, stakeholder management and people skills
-Written and verbal fluency in English required; knowledge of Botswanan languages preferred.
