Main Purpose of the Job
This role is responsible for ensuring compliance with the Public Procurement and Regulation Act (PPRA) by promoting fairness, transparency, competition and efficiency in all procurement activities. The role reports to the CEO on all procurement matters as is prescribed by the PPA. It drives governance by providing expert advice to ensure adherence to procurement policies, compliance standards, and risk management practices.

Key Responsibilities

  • Act as Principal Advisor to the CEO and Heads of Departments on procurement strategy
  • Review procurement requirements, tender documents, as well as sourcing process to ensure compliance
  • Ensure compliance with the Public Procurement Act and organisational policies
  • Provide independent oversight of sourcing and procurement processes in their entirety
  • Monitor risk associated with procurement and recommend mitigation strategies
  • Support and guide contract management frameworks
  • Ensure compliance with governance requirements for procurement
  • Coordinate and oversee adjudication processes (review of submissions in line with governance protocols)
  • Internal and external stakeholder management
  • Monitors supplier performance
  • Facilitate, timely, accurate reporting to PPRA
  • Market intelligence to inform sourcing decisions

Requirements

  • Bachelor’s degree in Procurement, Supply Chain Management, Materials Management or related field.
  • A Master’s degree is an added advantage
  • Membership to Chartered Institute of Procurement and Supply (CIPS)
  • Professional certifications such as Certified Supply Chain Professional (CSCP) or Certified Professional in Supply Management (CPSM)
  • Minimum of six (6) years relevant experience, three (3) of which should have been in a supervisory role within procurement, supply chain management or risk management
  • Strong knowledge of procurement management processes and systems
  • Understanding of public sector procurement legislation and requirements
  • Key Areas of Competence: Risk Management, compliance, planning and organising, reporting, capacity building, exceptional functional/technical skills, client-focused, communication and influence, good decision-making.
