The “Support to the AfCFTA II Programme” is designed to improve the framework conditions for the implementation of the African Continental Free Trade Agreement. The strategy includes all three levels relevant for the realization of the AfCFTA: continental level (support to the continental institutions African Union Commission and the AfCFTA Secretariat), regional level (support to the Southern African Development Community, East African Community and Economic Organization of West African States) and on the national level with eight countries. The focus countries of the programme are Cote d’Ivoire, Ethiopia, Ghana, Kenya, Malawi, Rwanda, Tunesia, Zambia. The programme is commissioned by Federal Ministry for Economic Cooperation and Development (BMZ), co-financed by the European Union (EU). Key Responsibilities
- Develop and implement project activities with relevant departments of the SADC Secretariat, governmental and private sector partners, ensuring technical quality and compliance with programme framework.
- Serve as the primary liaison to the SADC secretariat departments responsible for AfCFTA implementation.
- Identify, design and steer support interventions on trade topics, with a focus on AfCFTA domestication and operationalization, with focus on coordinated approaches with the EAC and ECOWAS.
- Maintain and periodically update programme operational documents and implementation plans.
- Review and quality-assure reports, technical documents, working papers and publications on trade policy and AfCFTA.
- Ensure effective information flow and coordination with other GIZ projects and relevant donor programmes.
- Plan, implement and document trainings, workshops, forums, team meetings and other project activities, including follow-up and knowledge management.
Requirements
- Master’s degree in International Trade, International Law, International Economics, or equivalent.
- 5 years of relevant professional experience in international organizations.
- Sound knowledge of AfCFTA and its protocols.
- Solid understanding of regional and continental economic integration issues in Africa is an advantage.
- Experience in development cooperation is an asset.
- Experience in working with SADC and/or AU or other regional organizations is an asset.
- High level of organizational, communication, reporting, and writing skills.
- Excellent skills in writing and speaking English, knowledge of French is an asset.
- Willingness to travel.
- Very good knowledge of relevant standards, IT tools (MS Office, etc.)
- Demonstrated experience in trade policy and trade negotiations.
- Solid understanding of regional and continental economic integration issues in Africa.
