Salary Scale: E1 (P 397, 092 – P413, 160 per annum)
Leave: 30 working days per annum.

Benefits: a) Contributory Pension Fund (employee pays 5% and Government pays 15%.
b) Optional contributory Medical Aid Scheme (Government pays 50% and employee pays 50%).
c) For new entrants to the Public Service, a contract of 24 – 36 months with gratuity payable at the rate of 30% upon the expiry of contract.

Qualifications: Qualifications: Bachelor’s Degree in Youth Work, Social Work, Public Administration, Business Administration/Management, Human Resources Management, Strategic Management or related field. A Master’s Degree in a relevant field would be an added advantage.

Experience: A minimum of sixteen (16) years relevant post qualification experience, two (2) of which should have been served at the level of E2 in the Public Service or equivalent level in a Parastatal or Private sector organisation.

Purpose of the Job:

To provide strategic direction in the development, review and implementation of the Youth Policy and programmes and advise Government on matters relating to Youth Empowerment.

Key performance areas:

• Evaluates policies, programmes and strategies for the development and management of youth programmes.
• Oversees the development, implementation and interpretation of youth policies, legislation and programmes.
• Monitors the development and review of systems, processes and procedures pertaining to youth empowerment.

• Develops, reviews and oversees the implementation of National Youth Policy, Programmes, Agreements and Protocols.
• Researches and develops Policies on matters pertaining to Youth Empowerment and Development.
• Develops strategic partnerships with national and international stakeholders to promote youth development.
• Liaises with stakeholders in the planning, coordination and implementation of the Ministry’s youth empowerment programmes and collaborates with strategic partners to improve implementation of youth policies and legislation.
