Applications are invited from suitably qualified citizens for the position of Executive Chairperson – Public Procurement and Asset Disposal Board (PPADB)
LEAVE: Thirty (30) working days per annum.

POSTION REQUIREMENTS:
Minimum Education: A recognised Master’s Degree qualification in Economics, Construction, Engineering, Procurement, Business and any other related qualification.
Minimum Experience: Twenty (20) years of professional experience, ten of which should have been at senior management level preferably in a public sector environment. Experience in the development, formulation of strategic economic and social policies is a requirement. Experience at Board level and knowledge in public procurement will be an added advantage.
MAIN PURPOSE OF THE JOB:
To provide leadership and direction to both the Board and PPADB Management and oversee the operations of the PPADB to ensure that procurement and asset disposal processes contribute to Botswana’s socio-economic development through value for money procurement for central Government.
DUTIES
- Implements the Public Procurement and Asset Disposal (PPAD) Act and Regulations and leads in the development of procurement and asset disposal strategic plan with a view to institutionalise and embed procurement and asset disposal practices both at PPADB and Procuring Entities that are in line with the provisions of the PPAD Act.
- Promotes fairness and equitable treatment of contractors by overseeing the development and implementation of reservation and preference schemes to enhance the growth of citizen capacity to participate in economic activities.
- Implements the PPAD Act and leads in the development of procurement and asset disposal systems, and policies and promotion of mechanism/ processes which will ensure competition, transparency, objectivity, and value for money.
- Builds and maintain the PPADB image and reputation by ensuring that PPADB staff members live the organisational values and provide quality service at all times.
- Interprets trade treaties such as the World Trade Organisation and regional agreements and builds the relevant aspects into the PPADB work processes to ensure compliance where Botswana is a signatory or recommends positions that the country could take.
- Leads the Board in its adjudication and awards of tender processes to ensure compliance with the provision of the PPAD Act and regulations.
- Contributes to ministries performance assessments on procurement and asset disposal activities and identify areas of weakness for appropriate interventions.
- Approves PPADB resources plans and budgets to facilitate the achievement of the PPADB mandate
- Assess organisational performance, identifies areas that require intervention or reinforcement and intervenes to ensure that the organisation remains relevant and viable.
- Approves and direct reports on performance contracts, ensures their implementation and that performance compact objectives are achieved.
- Leads and motivates the PPADB team to perform by creating a conducive working environment that is supported by people centred human resources policies.
