OVERVIEW
Funded by FCDO, the Tackling Deadly Diseases in Africa
Programme (TDDAP) aims to save lives and reduce the impact of disease outbreaks and epidemics.
The programme addresses weak public health services, surveillance, cross-border coordination, communication, behaviours and infrastructure affecting the spread of disease. TDDAP will strengthen health systems and institutions to deliver better integrated health security and improve disease preparedness and response.
As part of this programme, DAI Global Health is responsible for providing intensive technical assistance in six high risk countries (Cameroon, Chad, Cote D’Ivoire, Mali, Niger and Uganda). The DAI component of TDDAP, Tackling Deadly Diseases in Africa (TDDA) will also manage an Early Response Mechanism (ERM) to ensure more timely response to pre-crisis and other events in the six countries.
The TDDA programme will support country leadership and accountability for integrated health security planning using infectious diseases as an entry point for improved adherence to International Health Regulation standards. Specifically, DAI and partners will provide technical assistance to five TDDA Outputs:
- Output 2 – International Health Regulations (IHR) Capacities:
Ensure policy and plans, capabilities and capacities, and accountabilities for delivery are established at the national, district, sub-district and community level; and support harmonisation across other cooperating agencies in support of country strategy;
- Output 3 – Governance and Accountability: Strengthen civil society networks and governments to use data for better accountability;
- Output 4 – Data, surveillance and evidence: Contribute to strengthening data and surveillance systems including at community level
- Output 5 – Rapid Response: Provision of an Early Response Mechanism (ERM) to ensure more timely response to precrisis and other events in the six countries.
- Output 7—COVID-19: Filling critical gaps in national
COVID-19 response plans, often in partnership with national Civil Society Organisations
ROLE PURPOSE
DAI Health Advisor (HA) will provide overall technical advice and oversight to the TDDA project, including the ERM team and associated activities. They will be responsible for the provision of technical input and delivery, which includes the review of proposals and their associated budgets; relevant processes and protocols that are health-focused; including grant activity recommendations and the validation of the decision making and reporting requirements.
They will manage multiple streams of work that are being implemented by the project within the six priority countries. The (HA) may serve as a technical resource within the ERM team, will guide and support technical activities proposed by partners, related to surveillance, further assessment of alerts, investigations, control measures and community engagement activities etc. This may include supporting work to fill critical gaps in national COVID-19 control plans.
They will also play a central role in assessing and building the local technical capacity of identified partners, both national and international. This will include the organization and facilitation of technical trainings in-country and the coordination of external technical training when required and agreed by each of the country coordinators of the five priority countries. This is a fixed- term contract up to November 2022.
KEY ACCOUNTABILITIES
Fluent in English and French, both written and spoken, at this time the post will entail distance management. Preferably based in London, it may involve overseas travel, primarily to the six countries, as travel policy permits. They will support the project, country coordinators and perhaps the ERM with technical assistance, quality assurance and training support.
The HA will liaise with project partners and stakeholders, to ensure that the activities undertaken are technically sound and appropriately delivered. They will provide advice and management support to the country coordinators and the ERM team in planning and delivering of project activities. They will brief project management and others on pertinent technical issues and adaptation to changing circumstances.
Description of duties:
- Act as the home office technical focal point for TDDA, working with Technical Leads, the MEAL Team, Country Coordinators and the ERM team;
- Ensure project activities are consistent with established evidence-informed good practice, including relevant international and national standards;
- Ensure that project communications reflect that same attention to evidence-based practice and prevailing norms;
- Help ensure project activities are developed with reference to principles of aid effectiveness and national ownership;
- Possess a high level of adaptability and be able to adjust to the constantly changing programmatic and working
environment;
- Undertake technical and capacity assessments of identified partners.
- Support development of training and capacity building in the focus countries with local partners;
- Coordinate with the Country Coordinators of the six focus countries, to identify local technical training service providers;
- Maintain regular communications, include field visits when possible, with country partners;
- Participate in external representation of TDDA as appropriate with groups such as FCDO, WHO, Africa CDC and country stakeholders and partners; and,
- Perform other related duties, as assigned.
Program Implementation, Monitoring and evaluation:
- Participate in planning and development of project plans;
- Document processes and achievements across the project including oversight of grant response activities to ensure learning is captured and disseminated;
- Contribute to and quality assure quarterly and monthly reports and ensure appropriate follow up and decision making;
- Participate in the preparation of any reporting to FCDO and contribute to any internal reports as requested; and.
- Reports on any field visits and training deliveries undertaken.
Operations:
- Facilitate the provision of technical assistance and capacity building with team and partners as appropriate;
- Ensure partners and team members adhere to DAI’s policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
Essential Qualifications
Qualification
- Advanced health/medical degree including Masters’ Degree in Epidemiology with at least 10 years’ experience, five in the field, or an MPH with at least 15 years’ experience, five in the field.
Experience:
- Provision of technical assistance and quality assurance services including overseeing and conducting assessments, analysing and interpreting health data;
- Track record of providing technical advice in a respectful and persuasive manner;
- Capacity building related to institutions, organisations and systems and individuals
- Familiarity of African contexts and able to travel for short periods of time, when required; and
- Proven experience working in cross cultural team settings as a leader and a participant.
Skills:
- Excellent verbal and written communication skills in English and French, with the ability to tailor to the needs of audiences from global policy makers to district field manager;
- Superior emotional intelligence and cultural communications skills, and adaptability rolls that entail leading from the front, leading from behind or being a constructive team member;
- Outstanding organizational and critical thinking/analytic skills, with the ability to prioritize; and,
- Proficiency with MS Word and Excel (minimum requirement).
Desired Requirements
- Training in tropical and infectious diseases, and the approaches used to monitor events and the interventions used in response.
- Health background including familiarity with evolving thinking on the relationship between health security and universal health coverage, the architecture of international and national humanitarian response;
- Experience in overseeing development and adaptation of training and capacity building approaches and their delivery to a variety of audiences; and,
- Experience working in insecure environments.

- Overseas travel required up to 30% to project countries and other locations when DAI Global Security deems travel appropriate.
