VACANCY CIRCULAR NO. 3 OF 2023 (LA)
CHIEF CIVIL AND MECHANICAL ENGINEERING SERVICES OFFICER – D1
Salary: D1 P368, 460.00 – P406, 332.00 per annum
Leave: 30 working days per annum.
Qualifications:
Degree in Civil Engineering / Mechanical Engineering / Electrical Engineering. Master degree in the
above fields will be and added advantage.
Experience:
- For direct entry into this post applicants must have a minimum of 8 years post qualification experience, 2 years of which must have been served at D2 level or equivalent level in other employment sectors.
- For serving officers, at least 8 years work related experience, 2 years of which must have been served at D2 level in the relevant fields.
Registration: Candidate should provide proof of registration as a professional and a valid Practicing License of respective
Professional Bodies e.g Engineers Registration Board (ERB).
Benefits:
(i) Contributory Pension Fund Scheme, government contributes 15% and employee contributes minimum 5%. (ii) Optional contributory Medical Aid Scheme (Government contributes 50% and employee contributes 50%).
PRIMARY PURPOSE OF THE JOB:
To plan, manage and coordinate the structuring, development and maintenance of civil and mechanical works in Council.
DUTIES:
- Provides strategic leadership and direction for the achievement of the Department’s mandate.
- Supervises and monitors the functions of the Department.
- Provides quidance on traffic / transportation and electrical networks in as district
- Initiates and evaluates identified roads development requirements in a district, formulates new development proposals and presents to management and Council for appraisal and approval
- Prepares and monitors recurrent and capital budget for the operations, development and maintenance of roads.
- Provides advice on contractual agreements and technical advice to Council and its committees on matters relating to roads infrastructure.
- Establishes and monitors standards, procedures and practices for the proper construction and maintenance of roads infrastructure
- Liaises with key stakeholders on all matters relating to roads expansion works undertaken by government and other development agencies, to accommodate the needs of the community in the expansion works, monitors progress and reports to Council
- Facilitates review of contract documents in Consultation with Department of Corporate Services in order to meet client’s specific needs.
- Establishes and reviews the standards and monitors their implementation to ensure compliance
- Develops and manages roads maintenance plan.
- Undertakes any other related duties as directed by management.
