To plan, organize, manage and control the provision of financial management and accounting services to the Corporation to ensure the accurate and timely maintenance of accounts and financial reports, adequacy of cash flow, and optimization of investment income to enhance the efficiency of the Corporation and facilitate the achievement of the Corporation’s statutory, organizational and commercial business objectives.

Financial Strategy, Policies and Procedures

- Advice the BHC executive management and Board on financial strategies which will ensure long term financial sustainability
- Define financial management and accounting strategic direction to ensure alignment to the corporate strategy
- Develop the Corporation’s long term capital strategy with reference to external drivers, internal priorities and affordability
- Lead in the implementation of best practice financial management and accounting strategies, policies, processes and procedures
- Ensure BHC financial management policies, procedures and operations are aligned to legislative requirements
- Develop appropriate accounting systems, standards and procedures to ensure accurate recording of financial transactions ensuring alignment to the entity’s account books
- Establish accounting schedules and timetables to meet the management decision making requirements of the corporation and compliance with regulatory authorities
Budgets and Accounts
- Review expenditure records and forecasts and consolidates expenditure budget for inclusion in annual estimates for submission to the Board; analyses expenditure forecasts and makes recommendations for cost control measures
- Prepare estimates for presentation to Executive and the Board; attends Board budget meetings as required to provide detailed information of budget
- Organize the preparation of management accounts; reviews monthly accounts and prepares analysis for executive to facilitate decision making
- Monitor expenditure to ensure that spending remains within budgetary allocations
- Finalize quarterly and annual accounts for audit and ensures that the books of accounts of the Corporation are closed in accordance with agreed audit time table
- Resolve internal and external audit queries on the accounts and financial statements of the Corporation
Cash Flow Management and Investments
- Liaise with divisional heads on anticipated expenditure revenue targets from the various business activities and projects and prepares detailed estimates of anticipated revenues and cash flows
- Review and check cash flow statements and forecasts and determines short and medium term cash flow requirements
- Establish and ensures implementation of short term investment policy to optimize returns on short term funds; liaises with banks on placement of short-term funds to maximize benefits
- Monitor cash flow levels and authorizes movement of Corporation funds on short term deposit to maximize returns
- Review investment opportunities and makes recommendations for the adoption of investment policies and strategies to optimize returns to the Corporation
- Manage investments in accordance with the Corporation’s investment guidelines and takes management decision on movement of funds to optimize returns and safeguard the assets of the Corporation
Cost and Revenue Maximisation
- Review fees and carry out detailed cost analysis to ensure that rentals are based on market and cost recovery principles to minimize subsidies wherever possible
- Review service fees to optimize revenues through charging for services rendered
- Review operational costs and makes recommendations for out-sourcing where this will result in significant cost savings; monitors operations of out-sourced services to ensure that the Corporation continues to receive value for money
General Administration
- Develop long and short term planning and conduct a needs assessments to identify the necessary improvement of administrative services
- Review, recommend and give initial approval as needed on all budgets, financial reports, contracts, expenditures and purchase orders related to administrative services
Monitoring and Reporting
- Report on financial performance as per set timeframes
- Align financial record keeping to best practises and International Financial Reporting Standards where applicable
Performance Management
- Undertake to complete the department’s Scorecard.
- Ensure development of Performance Contracts, performance management and performance appraisal.
- Ensure that the department is adequately resourced
NB: 3 year fixed contract
Requirements, Education and Experience
- Degree in Accounting, Finance or related fields
- Professional Membership of a recognised institute e.g. ACCA, ACA, CPA, CIMA
- Post Graduate qualification in Finance or Accounting will be an added advantage
- Minimum of ten (10) years post qualification experience in accounting, financial management or related fields of which five (5) years should have been at management level
- Experience with the management of a computerised accounting system and detailed knowledge of operating IT systems to enhance the quality of financial management and accounting
