Background
Meeting Targets and Mantamng Epidemic Control (Ep*C) (Cooperative Agreement No. 72OOAA19CAOOOO2) is a global project funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) and the United States Agency for international Development (USAID), with a period of performance from April 15,2019, to December 30,2027. EpiC is designed to break through persistent barriers to the 95-95-95 goafs and promote self reliant management of national HIV programs. In response to mission and country needs, EpiC rapidly delivers efficient, affordable, results-based technical assistance (TA) and direct service delivery (DSD) tailored to context and epidemiology that are effective in surging, scaling, and sustaining HIV services, and systems for long-term epidemic control.
in alignment with PE PEAR’S strategic gindance to enable the leadership of key populations (KP> in HIV service delivery, EpiC will scale past successful efforts to support key population led (KP) local implementing partners to receive direct funding from USAID/PEPEAR directly funded partners. This activity will assist PEPAR/USAID in achieving UNAIDS 5-2-2 goals for Botswana by invesnng in and valuing community- led responses in support of this effort. EpiC has developed the ‘READY’ tool and approach that is used to facilitate discussions with implementing partners (IPs) about their organizational capacity strengths and barriers as it relates to USAID’s NUPAS standards and organizational readness for USAID funding The READY tool and associated conversations enable the development of goal-oriented capacity strengthening plans (CSPs) tailored to the priorities of those partners READY prepares local organizations to take the internal capacity strengthening actions necessary so they are well-positioned to manage direct funding from USAID. This consultant scope of work focuses on leading the facilitation of the READY tool with EpiC’s local CSO partners.
Scope of Work
The Organizational Capacity strengthening consultant (READY consultant) will lead the facilitation of EpiC’s READY tool and the associated development of capacity strengthening plans with eight FHI 360 EpiC IPs and two 2*“ tier subawards in Botswana For each IP, the consultant will be responsible for preparing IPs for the assessments which includes development of the agenda, initial engagement with partners and administering the capacity strengthening assessments with support from EpiC Botswana team They will also collate responses from EpiC local staff on the results of prior assessments conducted for NYG, SKSG, MHGJO and LEGABlBO They will also be responsible for collaborating with the partner to develop a capacity strengthening plan and providing feedback and recommendations to the EpiC team about considerations and next steps for supporting the capacity strengthen** of the IP.
After completion at the capacity assessments and development of the capacity strengthening plans, the consultant will help source and provide oversight to the delivery of technical assistance for the areas identified in the plans. The consultant will work with each organization to source appropriate support for each of the areas identified in the capacity strengthening plans, work closely with the partner to ensure technical assistance is aligned to the partner needs, provide any follow up mentoring and coaching, and monitor progress and charge The consultant will work intensively with each organization during the period of performance to accomplish these objectives
The Consultant will be responsible for leading or contributing to the following specific tasks
• Orientation on the READY tool. The consultant will undergo orientation of the READY tool by EpiC team. They will be expected to familiarize themselves with the READY tool m preparation for administering the tool to the IPs
IP familiarization, ‘he Consultant will meet with the IP leadership and EpiC focal points to conduct background desk research with provided documentation, to develop a thorough understanding of the IP’s organizational background The objectives of IP familiarization are:
⦁ Prepopulate the READY tool with information from past assessments (NUPAS) to focus questions on specific areas
⦁ For the consultant to mcrease then understanding of the IP’s background, past engagement with organizational capacity strengthening Initiatives, and general status of thee current organizational structures and systems
⦁ For the IP to articulate their expectations of the capacity strengthening activities to be undertaken and share their anticipated outcomes of engaging in the activities
⦁ For the IP and the consultant to establish mutual trust and rapport to enable constructive ongoing collaborations
Conduct desk review. The consultant will review all relevant organizational documentation provided by the EpiC team and the IP to establish a strong understanding of the IP’s organizational capacity strengths and barriers, as well as any recent or ongoing efforts and plans to strengthen their capacity The consultant will review relevant contextual policies, laws, or guidelines (e g local labor laws) that will help them to facilitate READY to be responsive to the local context This desk review prework will directly inform which READY questions and follow on probes will be included in the facilitation (as discussed in the following task)
Finalize READY facilitation methodology and preparation documents. Working closely with the EpiC team and any co-facilitators and following the READY guidance documentation provided by FHI 360. the Consultant will prepare and/or finalize the facilitation methodology tailored to the needs and preferences of each IP. The facilitation methodology should include the following details:
⦁ The specific roles of anyone who will contribute to the READY facilitation, ensuring the facilitation team covers expertise in all relevant capacity domains.
⦁ Descrotxxi of the facditabon structure, including an agenda that organizes the time to be allocated for each session within the facilitation.
Facilitate READY discussion with IP. The consultant will lead the facilitation of the READY discussion with the IPs, working closely with any co-facilitators and following the methodology previously developed Through their facilitation, the Consultant will establish an inclusive, accessible, and collaborative environment for all IP participants and will ensure that the discussion remains focused on understanding and plannmg for goal onented organizational capacity strengthening activities Through the READY facilitation the consultant will oversee the following:
⦁ Setting the right tone and understanding for what READY is and what it is not
⦁ Reviewing and probing on all relevant questions with the IP participants, and with the support of any co-facilitators.
⦁ Ensuring balanced participation from different members of the IP that may have varying levels of internal positioning and authority.
⦁ Estabi sNng consensus on responses across different IP participants, where necessary.
⦁ Summarizing and validating key information throughout the READY discussion.
⦁ Ensuring accurate documentation of IP responses to READY questions.
⦁ Co-create capacity strengthening plan with IP. The Consultant will engage collaboratively with the IP participants through a participatory process to review and analyze the findings from READY, identify organizational development needs, and prioritize key areas and actions for capacity strengthening. These actions will be documented m a capacity strengthening plan (CSP), that wil be developed by the consultant and that will follow the READY format. The CSP at minimum will include the organizational capacity barrier to be addressed, the specific goal to be accomplished in that area, the specific actions that will contnbute to achieving the goal, the people responsible for the action, the timeline for completing the actions, and a prioritization of all actions within the CSP. The CSP will be developed in synchrony with the discussion of the READY questions (e g as questions are discussed, the resulting actions are also discussed and developed).
⦁ Provide feedback and recommendations about IP capacity strengthening to EpiC The Consultant will prepare and ensure that the documents incorporated in the READY are finalized and CSP development for each IP. The consultant will meet with the EpiC team to report out on the lessons learned, challenges faced, and next steps of the READY process, as well as submit a report of the outcome of the assessment.
⦁ Oversight of Capacity Strengthening Process.
The consultant will help source and provide oversight to the delivery of technical assistance in collaboration with EpiC team. The consultant will work with each organization to source appropriate support for areas pnonnzed m the capacity strengthening plans, work ctosefy with the partner to ensure technical assistance is aligned to the partner needs, provide initial follow up and momtorng of progress. The consultant will closely monitor progress against prioritized goals in the CSP and keep the EpiC Botswana team informed of the challenges and actions taken. The consultant will work intensively with each organization during the period of performance to accomplish these objectives At the end of the period of performance for this scope, the consultant will prepare a written report documenting the capacity strengthening process, capacity strengthening activities and outputs for each partner organization

Qualifications:
⦁ Bachelor’s Degree or its International Equivalent in Health, Nutrition, International Development. Human Development, or a Related Field. Master’s Degree preferred.
⦁ Mm mum of 8« years of relevant experience
⦁ Prior work experience in a non governmental organization (NGO), government agency, or private organization preferred
⦁ Experience facditating organizational capacity assessments and developing capacity strengthening plans with CSOs/NGOs.
⦁ Knowledge of USAID rules and regulations and USAID local capacity strengthening policy. Knowledge of PEPFAR frameworks and policies preferred.
⦁ Knowledge of Botswana KP organizations and KP landscape
⦁ Demonstrated subject area expertise in one or more areas of organizational development. Including financial management and internal control systems, legal structures for CSOs, procurement management, subaward management, HR management, project management, or other relevant areas.
⦁ Knowledge of the operational context or enabling environment for CSOs, where the scope of work is being carried out.
⦁ Strong interpersonal skills and ability to work effectively as part of a multicultural team.
⦁ Excellent oral and written communication skills
