SALARY SCALE: D2 (P29I, 108 – P32I, 012 per annum)
LEAVE: 30 Working days per Annum

QUALIFICATION:
Bachelor’s Degree in Management Services or Human Resource Management, Industrial Psychology, Public Administration, Business Administration/Management plus Certificate in Management Services. A Master’s Degree in any of these fields will be an added advantage.
EXPERIENCE
A Minimum of ten (10) years relevant work experience, two (2) years of which must have been served at the level of D3 salary scale as Principal Management Analyst II.
MAIN PURPOSE OF THE JOB:
To monitor HR processes and provide professional guidance to Ministry/ Department on organisational design and Business Process Management.
KEY PERFORMANCE AREAS:
- Provides professional guidance on alignment of the organisational structure with the processes and core mandate of the Ministry/ Department.
- Conducts Manpower Utilisation studies to determine the appropriate manning levels.
- Provides professional guidance on the development and review of Job Effectiveness Descriptions.
- Provides professional guidance on the development and review of Competency Based Career Paths.
- Provides professional guidance on the identification of processes, documentation of processes and on the improvement of processes.
- Facilitates development of implementation strategy for approved recommendations.
- Monitors implementation of approved recommendations for reviews and manpower utilisation exercises.
- Monitors implementation of HR reforms & evaluate its impact in re-inventing Government as and when required.
- Addresses customer queries on policies and procedures.
- Provides professional advice to Ministry and Departments on Management Services issues. Assesses jobs and recommends appropriate grades to the supervisor.
- Supervises the assessed grades and structural implications of manpower requests.
- Analyses Business Performance and recommends interventions.
- Monitors performance against HR policies, processes, guidelines and directives in accordance with agreed matrices and templates.
- Conducts internal process audits for the Ministry/Department.
- Produces periodic reports for the Ministry/ Department.
