​​​​The Southern African Power Pool (SAPP), was established in April 1995 under the Southern African Development Community (SADC) Treaty with the aim to optimize the use of available electrical energy resources amongst the SADC member countries and to support one another during emergencies. The organisation is seeking for applications from suitably qualified persons to fill the position of Market Surveillance Manager.

Principal Accountabilities/Responsibilities
The Market Surveillance Manager shall be responsible for the management of the Market Surveillance Unit at the SAPP Coordination Centre in Harare, Zimbabwe. The person shall operationally report to the SAPP Coordination Centre Manager and functionally to the SAPP Management Committee.
KEY RESULT AREAS FOR THE POST:
  1. Provision of electricity trading market oversight and ensuring good market practice.
  2. Monitoring market participants’ behaviour against market abuse. 

     

     

  3. Enforcement of market rules and application of appropriate penalties for breaches.
  4. Management of operations of the SAPP Market Surveillance Unit including budgeting and financial management.
  5. Setting up of Market Surveillance guidelines and systems.
  6. Preparation of market surveillance reports and submission to the SAPP Management Committee and other relevant stakeholders.
  7. Development and implementation of data collecting strategies for use in Market Surveillance functions.
  8. Development and implementation of guidelines of investigating possible breaches on rules and regulations governing the SAPP market operations.
  9. Development and implementation of guidelines and systems for stakeholder engagement on Market Surveillance issues.
  10. Liaison with the Regional Electricity Regulatory Association (RERA) on SAPP Market Surveillance issues.​ 

     

     

Qualifications

The SAPP Market Surveillance Manager shall have the following minimum qualifications, experience and technical competencies:

Qualifications

  1. Degree in either Electrical Engineering, Law or Economics
  2. Member of a relevant Professional Institution
  3. MBA or Leadership Degree is Desirable
  4. Must be a SADC national and have a passport valid to travel in SADC countries​ 

     

     

Experience
  1. ​At least 10 years’ experience in the electricity industry
  2. At least 5 years working experience at senior level
  3. At least 5 years experience in electricity market operations or electricity regulation
  4. Record of leadership and management skills
Competencies
  1. ​Knowledge of electricity market operations
  2. Knowledge of Energy legislation and regulatory environment
  3. Ability to interpret key legal agreements in the power / infrastructure sector-SAPP governance documents, market rules, Electricity Acts, Concessions, Licenses, Operator Agreements, Fuel Supply Agreements, Power/ Off- take Agreements, Financing Agreements, Shareholders Agreements etc 

     

     

  4. Strong analytical skills, able to assimilate data from a number of sources, evaluate and make sensible recommendations
  5. Strong written and verbal communication, computer literate and able to present and articulate complex issues to different audiences based on the requirements of the audience
  6. Strong demonstrated leadership skills including the ability to motivate and mentor staff
  7. Business planning, account management, problem solving and decision making​
Period of Assignement

The duration of the assignment is for an initial period of 5 years with a probation period of 3-months. The successful candidate shall be a full-time employee of SAPP based at SAPP Coordination Centre Offices in Harare, Zimbabwe.
