Applications are invited from highly motivated and well experienced self-driven candidates for the position of Director in the Ministry of Basic Education (Department of Educational Planning and Research Services) on a contract of 24-36 months.
SALARY: E1 (P442, 392 – P460, 292 per annum)
LEAVE: 30 Working Days Per Annum
BENEFITS:
- Optional Medical Aid Scheme with the Botswana Public Officers Medical Aid Scheme (BPOMAS – Government pays 50% and employee pays 50%). However, in the event the applicant has been subscribing to other Medical Aid Schemes besides BPOMAS an option to continue membership with respective Medical Schemes will be allowed. Government undertakes to contribute an amount equivalent to the position that the employee would have been entitled to under BPOMAS.
- For new entrants to the public service, a contract of 24 – 36 months with gratuity payable at the rate of 30% upon the expiry of contract.
QUALIFICATION:
Applicants should have a Bachelor’s Degree in Social Sciences or related field with an additional qualification in Research and Statistics or related field. A Masters Degree in Educational Management or Research and Statistics will be an added advantage.
EXPERIENCE:
A minimum of sixteen (16) years’ relevant work experience of which ten (10) years should have been served at management level or two (2) years as Deputy Director. Experience in research work and statistics will be an added advantage.
MAIN PURPOSE OFTHE JOB:
To provide visionary leadership in the development and implementation of policies and programmes on planning and research services for general education, monitoring and evaluation to ensure effective and efficient performance of the Department.
KEY PERFORMANCE AREAS:
- Monitor and evaluate feedback from the Department’s clients on the adequacy of the services provided and takes corrective action as necessary.
- Develop partnerships with stakeholders to promote educational research issues.
- Address stakeholders’ inquiries, complaints and concerns.
- Establish and maintain cooperation with partners and monitor programmes they are funding.
- Provide technical expertise and advice on Educational Statistics Information which is relevant to policies and needs of the ministry.
- Interpret policies and programmes on educational research, monitoring and evaluation.
- Initiate review of government policies and guidelines on educational statistics, planning and research to address emerging issues. Coordinate and direct the development and review of standards, processes and procedures to facilitate development of quality education, planning and research
- Initiate and monitor evaluation of educational programmes to inform the education sector.
- Monitor the development and implementation on research and educational statistics.
- Write briefs for Minister in answer to Parliamentary questions on matters relating to the Department.
- Coordinate and supervise the production of the department progress reports.
- Organise and supervise the department to effectively discharge its mandate.
- Drive the implementation of Performance Management Systems to promote productivity.
- Coordinate the preparation of the annual estimates budget for the department.
- Monitor expenditure through Government Accounting Budgetary System to ensure prudent use of budget.
- Coordinate development of procurement plan and their implementation.
- Negotiate and secure external (other than government) funding for advancement of education, planning and research.
- Conduct extensive research and benchmark on issues relevant to the Department.
- Initiate and plan human resource development programmes taking into account departmental needs, training, and progression lines for optimum use and productivity.
- Provide in service training for officers on research, planning and educational statistics processes.
- Undertake any other duties required to meet the exigencies of the service.
