The Southern African Power Pool (SAPP), was established in April 1995 under the Southern African Development Community (SADC) Treaty with the aim to optimize the use of available electrical energy resources amongst the SADC member countries and to support one another during emergencies. The Market Surveillance Analyst shall provide an in-depth analytical function in detecting and preventing risks, non-compliance, uncompetitive behavior, market abuse, market manipulation and insider trading on all SAPP energy markets and will be based at the SAPP Coordination Centre (SAPP CC) in Harare, Zimbabwe. The person shall report to the Market Surveillance Manager.
PERIOD OF THE ASSIGNMENT
The duration of the assignment is for an initial period of 5 years with a probation period of 3-months. The successful candidate shall be a full-time employee of SAPP CC.

Principal Accountabilities/Responsibilities
- Assisting in developing, reviewing, aligning, and updating appropriate market surveillance strategies, processes, practices, and procedures in response to changes.
- Providing support in coordinating and conducting market surveillance training and awareness campaigns.
- Assisting in conducting risk assessments and ranking identified risks according to their possible impact on energy markets.
- Providing statistical and analytical basis for the establishment and review of risk matrices and risk mitigation plans.
- Carrying out regular tracking and analysis of market trading data, behavior, pricing, and outcomes to identify and explain trends and outliers.
- Evaluating concurrences between the Monitor Market Operator and Market Operator rules.
- Conducting performance-based analysis of the market trading platform (MTP) to ensure integrity of market processes and outcomes.
- Identifying market outcomes and participant behaviors that warrant investigation and analysis.
- Investigating and documenting evidence on cases of non-compliance, uncompetitive behavior, market abuse and insider trading.
- Investigating and documenting all losses flowing from risks.
- Developing and deploying market surveillance tools.
- Assisting in identifying and recommending market surveillance equipment, systems, and technologies.
- Managing all information and presenting diverse reports on market surveillance.
Other duties as assigned.
Qualifications
- Bachelor’s Degree in Economics, Statistics, Mathematics, Data Science or Accounting.
- Power BI and Data Analytics Certification is desirable.
- Should be a SADC national and should possess a valid passport to travel within the SADC region and beyond.
Experience
3 years’ experience in the energy or electricity sector
TECHNICAL COMPETENCIES
- Knowledge of the energy trading markets.
- Proficiency in data analysis.
- Analytical skills using information technology-based tools including MS Excel.
- Knowledge of energy sector laws, rules, regulations, risks, and typologies.
- Good legal interpretive skills.
- Knowledge of monitoring processes.
- Good communication and presentation skills
