Officer, Human Resource
Purpose of the Job
To assist the Corporate Service Manager through performing HR generalist duties in accordance with HR policies and procedures
Responsibilities
Duties
• Provide input into the development of the HR policies and strategy to support the Vision 2016 mandate
• Develops HR plant to assist in the implementation of the HR strategy
• Provides input into the development of HR policies and procedures and recommends the review and adoption of policies procedures, processes, system rules and regulation to ensure compliance with best practice
• Coordinates all HR administrative task* eg. leave and payroll administration information etc
• Provide Finance with all payroll related information by set timelines
• Processes promotions, transfers and other changes in employee status
• Maintains all employee records.
• Coordinates the completion of pre-employment documents for all new employees to ensure that their details are properly captured into the system and are in accordance with employment terms.
• Coordinates the employee onboarding process through coordination of the induction program to enhance retention of employees.
• Plans, organizes and provides secretarial support to staff general meetings
• Administers all contracts of employment to deliver high quality, efficient and professional service to employees
• Coordinates an effective recruitment and selection process to ensure that identified vacancies are filled within the shortest possible time at the lowest possible costs with suitably qualified candidates in accordance with the laid down procedures.
• Arranges interviews and provides administrative support during the interview process.
• Processes requests and offers of employment ensuring fairness and transparency
• Maintains all recruitment and selection protocols and records.
• Implements the remuneration policies to ensure that they are administered fairly and equitably throughout the organisation.
• Coordinates the administration of the Pension Fund to ensure that the Fund Administrators are provided with up to date information and records are available when required.
• Develops, recommends and coordinates the implementation of employee welfare and benefit schemes to ensure that staff receive entitlement in accordance with the Secretariat’s policies
• Provides employee relations support through giving advice to Management.
• Coordinates, investigates, participates and advises management on all matters pertaining to discipline and grievances handling to ensure that matters are dealt with expeditiously, equitably and fairly to maintain industrial harmony.
• Monitors employee relations trends in the organisation and advises management
• Monitors employee relations trends and advice management on developments
• Maintains the Human Resource Information System (HRIS) to ensure that data is accurate, up to date and available
• Prepares management reports on human resource development and management as required.
• Coordinates the performance management process of the organisation.
• Effectively manage staff performance.
• Ensure high levels of stall engagement to ensure the creation and sustenance of a high-performance culture.
• Ensure that direct subordinates have clear and understood work/role descriptions: targets and goals to perform their functions, and that client need and requirements are integrated into all work-related practices.
