SALARY SCALE: D1 – (P350,904 – 386,976) per annum.
LEAVE: 30 working days per annum
- Optional contributory Medical Aid Scheme (Government contributes 50% and Employee 50%).
- Contributory Pension Fund (Employee contributes 5% and Government 15%) QUALIFICATIONS
To be considered for appointment, applicants must have at least a Bachelor’s Degree in Social Sciences, Strategic Management or equivalent.
EXPERIENCE
Applicants should have a minimum of twelve (12) years of experience, two (2) years of which should have been at D2 salary scale in Government or equivalent in Parastatal and Private in a performance management environment. Training in Balanced Scorecard and/ or Strategy Management will be an added advantage.
MAIN PURPOSE OF THEJOB
To provide strategic guidance and overall coordination of public sector reform initiatives, their implementation, and management of performance in the Ministry.
DUTIES
- Guides the Ministry in the development of strategic initiatives in order to deliver its mandate.
- Facilitates the development of Annual Plans and programmes to assist in the implementation of Organisational strategies.
- Assists all departments and support units to align their strategies to the Ministry strategy.
- Guides all employees on how to link their goals and development plans to strategy.
- Facilitates the implementation of the Performance Management System and policies identified to improve the overall performance of the Ministry.
- Monitors adaptation of the strategy to the vision and mission of the Ministry.
- Aligns strategic and operational planning and budgeting for strategic execution.
- Contributes in developing sound reforms operational guidelines for the ministry and ensures their implementation.
- Participates in the transition of Ministry’s vision into clear, compelling and challenging programmes.
- Monitors and evaluates the overall effectiveness of the performance improvement initiatives.
- Identifies ministerial strengths, weaknesses, opportunities and threats and advises the Permanent Secretary.
- Prepares quarterly reports on progress, impediments and problems experiences through the implementation of reforms initiatives and submits to the Permanent Secretary.
- Provide support for training employees on strategy and performance, implementing plans, communication and monitoring implementation of the performance improvement initiatives.
- Conducts performance audits (e.g Performance Standards, Strategy execution) for the Ministry.
- Monitors quality control on Performance Management System project deliverables.
- Promotes communication and sharing of information in collaboration with the Division of Information Communication and Technology.
