Kgalagadi North District Council (Ministry of Local Government & Rural Development) is seeking to appoint a PRINCIPAL STATE COUNSEL I-D2. Vacancy Circular No.: 04 OF 2026. Reference: HDC 4/3/9 III (123). Date: 11th February 2026. Salary: D2 (P337 008-P371 628) per annum. Leave: 30 Working days per annum.
Key Responsibilities
- Represents Council in litigation at Magistrates’ Courts, High Court and Court of Appeal.
- Liaise with Botswana Police, Attorney General’s Chambers and other government departments on legal proceedings on behalf of the Council.
- Advises the Council and Accounting Officers in all legal matters.
- Educates council departments and general public on legal matters to increase awareness of the legal requirements / implications.
- Guides the interpretation, negotiation, processing and administration of conditions of both local and international contracts.
- Investigates cases and prepares detailed reports with recommendations to the accounting officer.
- Reviews disciplinary cases for legal sufficiency.
- Manages and monitors the service of court documents (summons, subpoena, eviction orders e.t.c
- Audits supervisees’ case files.
- Formulates reviews and enforces guidelines, policies, Council Bye-Laws and other statutes.
- Monitors the preparation and review of Council contract documents detailing agreements entered into with second parties, e.g leases and sub leases according to need.
- Guides interpretation and manages implementation of statutes by Council.
- Assess referred matters/ cases and distinguishes between those with legal implications and policy interpretation and advises accordingly.
- Conducts relevant legal research matters that have legal implications to determine the appropriate course of action.
- Supervises and appraises performance of supervisees.
- Prepares Budget estimates for assigned area submits for compilation.
- Monitors expenditure by maintaining vote’s ledger
- Undertakes any other related duties as directed by management.
Requirements
- Bachelor of Laws (LLB) plus a valid certificate of admissions and enrolment as an Attorney of the Courts of the Republic of Botswana.
- A minimum of six (6) relevant work experience of which two (2) years must have been served satisfactorily as Principal Counsel Attorney II-D3.
