SALARY: D1 (P294, 012.00 – P 324, 600.00) per annum
LEAVE: 30 working days per annum
BENEFITS: i) Optional contributory medical aid (government pay 50% and employee 50%)
ii) Contributory pension scheme (Government contributes 15% and employee 5%)
iii) Scarce Skills Allowance at the prescribed rate of Basic Salary as long as it is applicable
QUALIFICATIONS:
• To be considered for appointment, applicants must have a Degree in Estate Management/Property Management/ Facility Management/ Construction Management/ Engineering/Building Services or any related field.
• Applicants should have registered with relevant recognised & professional regulatory Body if applicable
EXPERIENCE:
• A minimum of ten (10) years post qualification experience in the relevant field.
• Appointment to this post will be considered from candidates who in addition to high professional competence have exceptional administrative and managerial abilities and demonstrable knowledge of the facilities management and Project Management processes and procedures.
• Two (2) years of which should have been at D2 level or an equivalent level in parastatals or private sectors.
MAIN PURPOSE OF THE JOB:
To manage and coordinate projects for the maintenance of all facilities in the Ministry.
DUTIES:
• Advises Senior Management on other area to consider for outsourcing and leads their implementation.
• Sensitizes staff on the approved practices and procedures of proper building maintenance and in the implementation and observance of all approved safety procedures to ensure compliance with existing safety regulations.
• Maintains relationships with all departments to keep abreast of their services needs and to be able to anticipate problems before they become crisis situations.
• Develops and reviews facilities management regulations, procedures and requirements.
• Plans and administers the maintenance and refurbishment schedule for facilities within the Ministry.
• Monitors adherence to government regulations and environmental health and safety standards in relation to facilities.
• Monitors implementation of facility management, regulations, procedures and requirements.
• Undertakes and documents a termly risk assessment of all the buildings and other health and safety checks as directed by the Health and Safety regulations.
• Develops and maintains Ministry Facilities Contracts.
• Administers and monitors service contracts in collaboration with Contract Management Office to ensure work is properly performed and processing claims for payment is done.
• Supervises work of contractors in connection with the maintenance and improvement of buildings and buildings facilities.
• Conducts periodic inspections of facilities and evaluates the complexity of any needed repairs to determine the best solution and job cost.
• Oversees the implementation of approved procedures to ensure the ongoing efficient operation of assigned buildings.
• Prepares reports on the operational effectiveness of the facilities.
• Prepares budget for the maintenance of all the facilities.
• Initiates and manages procurement of Ministry facilities.
• Develops and maintains Assets Register.
• Identifies and engages viable opportunities to ensure optimal usage of Ministry facilities.
• Undertakes any other related duties as may be assigned by Management.
